Roger J. Dowdell is a technology and business transformation leader, entrepreneur, and innovator with a track record of driving enterprise-scale digital initiatives across multiple industries. Raised in Belle Glade, Florida, he is the son of Pamela Harvey, a migrant farmworker, and Albert Dowdell, the city's first Black police chief—an upbringing that shaped his resilience, discipline, and commitment to excellence.
A gifted student with a deep intellectual curiosity, Roger pursued higher education at Florida A&M University before earning his Bachelor of Science in English from Florida International University. He later advanced his technical and leadership expertise through graduate studies in Management Information Systems at Nova Southeastern University, along with numerous certifications in project management, data analytics, and enterprise systems.
Roger currently serves as the CEO of eCOA, a forward-thinking startup focused on converting municipal solid waste (MSW) into drop-in gasoline—an innovative approach to addressing both energy sustainability and environmental challenges. Under his leadership, eCOA is positioned at the intersection of clean technology and scalable energy solutions.
In parallel with his entrepreneurial work, Roger has built an extensive career in technology, data analytics, and enterprise systems transformation. He has held key roles as a Business Analyst, Product Owner, and Project Manager for major organizations including Lennar, Centella, the University of Rochester, Southern Glazer's Wine & Spirits, The Ritz-Carlton Yacht Collection, and The Home Depot. His work has spanned large-scale ERP and CRM implementations, data architecture, AI-driven analytics, and enterprise reporting modernization.
Known for his ability to translate complex business needs into scalable technical solutions, Roger has led multimillion-dollar system transformations, unified fragmented data ecosystems, and implemented Agile frameworks across global teams. His expertise includes Microsoft Dynamics 365, Power BI, SQL-based data engineering, and end-to-end system integration, consistently delivering measurable improvements in efficiency, data integrity, and decision-making capabilities.
Beyond his professional achievements, Roger is a dedicated father of two and remains grounded in the values of hard work, education, and community impact that defined his early life.
